The DVSA, which launched the new Categorisation of Defects rules on 1 May, is referring hauliers impacted by the new requirement to 2012 guidance produced by the Confederation of European Paper Industries.

Categorisation of Defects – Security of loads, severity of defect

Paper reels on-end in a curtain-sider without friction matting or similar high friction contact surface in addition to the restraint system.

Use of anti‐slip material for standing paper reels

Only use anti‐slip material for which the manufacturer guarantees or demonstrates (measured and documented) a coefficient of sliding friction of at least μ = 0.6.

Suitability of the anti‐slip material must have been demonstrated in field trials. For reasons of safety, anti‐slip material should be used only once, unless multi‐use is expressly approved by the manufacturer.

Anti‐slip mats should be at least 150 mm in width. A minimum of two strips should be laid on the platform bed, in the longitudinal direction of the vehicle. The length of both strips should protrude from the reels to ensure that the friction factor is achieved.

Cargo securing instructions

Note that the outer edges of the reels must come to lie on the anti‐slip material in such manner that the anti‐slip material protrudes by approximate at least 1 cm.

The last reels in the row must additionally be secured against backward slipping, e.g. by means of form locking (to the rear) or by placing anti‐slip material (μ ≥ 0.6) under the rear reel as well in order to prevent the reel from touching the floor when the vehicle is tipped backwards.

When positioning the anti‐slip material, a strict safe working procedure must be in operation that prevents any loading of material during the positioning of the anti‐slip material.
