Have your say on the proposed changes to London’s Direct Vision Standard

Transport for London (TfL) is consulting on fundamental changes they propose to make to the Direct Vision Standard (DVS) scheme from October 2024.

If you move goods in London we would ask you to respond.

Under the proposals:

The requirements of the HGV Safety Permit Scheme will increase from one star to three stars

A Progressive Safe System is proposed for vehicles not meeting Safety Permit Scheme requirements

They’ve published an explanation of their plans and the Progressive Safe System on the page – available to download in the Document Library.

We’ve told TfL that there’s an absence of detail in several key areas.

These include how existing DVS kits are expected to comply with the new standards, how remaining “blind spots” are addressed by camera monitoring systems and how Moving Off Information Systems (MOIS) are expected to perform.

We’re also concerned that the timescale for ensuring compliance by October 2024 is not realistic. TfL has asked for evidence to prove that these aren’t achievab
